A Product Information File (PIF) is a comprehensive legal dossier required to sell cosmetic products in the UK and European Union. It compiles all the necessary safety, quality, and efficacy data for a product and must be continuously maintained and made available to regulatory authorities. The PIF is a mandatory requirement for compliance with the UK and EU Cosmetics Regulations (Regulation (EC) No 1223/2009). It ensures that a product is 100% safe for human health before it is allowed on the market. What is inside a PIF?While there isn't one mandated physical format, the file must contain the following core sections:Product Description: A clear, concise summary of the cosmetic and its intended use.Cosmetic Product Safety Report (CPSR): The cornerstone of the PIF, compiled by a qualified safety assessor. It analyzes the toxicity of ingredients, potential risks, and exposure levels.Manufacturing Method: A detailed breakdown of the production process, along with a declaration that it adheres to Good Manufacturing Practices (GMP).Proof of Claims: Scientific or clinical evidence backing up any marketing claims the product makes (e.g., "dermatologist tested" or "hydrates for 24 hours").Animal Testing Data: Confirmation that the product and its ingredients comply with animal testing bans.Ingredient & Packaging Data: The exact formula, material safety data sheets (MSDS) for raw materials, and information on how the packaging interacts with the product.Who is responsible for it?The Responsible Person (usually the brand owner) is legally required to compile and maintain the PIF.How long must it be kept? The file must be kept accessible at the address listed on the product label for 10 years from the date the last batch of the product was placed on the market. It also needs to be routinely updated as new safety data or ingredient regulations emerge.
